Understanding the Highest Paying Rank in the U.S. Military
The highest paying rank in the U.S. military is a General O-10 or an Admiral O-10. These ranks are recognized for their immense responsibilities and extensive service, often making significant financial contributions to the nation's defense and security. As of 2023, an O-10 with over 20 years of service can earn approximately $16,000 per month, which can be significantly enhanced by additional allowances and benefits.
A Historical Perspective on Pay Grades
Contrary to popular belief, the highest 'pay grade' in U.S. law is 'O-10,' which corresponds to the rank of a 4-star commissioned officer. Prior to 1958, there was no distinction between O-10 and O-9, and the holders of 3-star positions were either paid a special rate determined by Congress or at the O-8 rate with an additional allowance. Those who held the rank of 5-star were paid at the active duty rate including all allowances of an O-8 until 1958. After 1958, those 5-star officers who survived were paid at the new O-10 rate with additional allowances, including their special 5-star allowance.
The Current Pay Structure
The rank of O-10, also known as a Four Star General, comes with a monthly base pay of $18,491.70, not counting other allowances. This rank is equivalent to the King of England, in terms of remuneration, with the King receiving a sovereign grant of £86.3 million in 2024, increasing to £124.8 million in 2025. While the sovereigns of the UK, such as Queen Elizabeth II, receive annual grants, they do not hold the O-10 military rank, as this is reserved for civilian and military leadership roles.
A Comparison: O-10 vs. O-11
The historical existence of the pay grade O-11 is worth noting. However, it should be acknowledged that O-11 was never an officially recognized rank. The last general to hold the rank of O-11 was General of the Army Omar Bradley, who passed away in 1980. The U.S. military has since undergone numerous legislative changes to personnel management, and a Basic Pay cap for O-7 to O-10 ranges from $221,900 to $231,700 annually by 2024. This cap is level II of the Senior Executive Schedule, a distinction that reflects the high-level responsibilities of these officers.
Benefits and Allowances
Beyond their base pay, military officers at the O-10 rank receive various allowances and benefits. These include housing allowances, special duty pay, and tax benefits, as allowances are not taxed. Additionally, general officers may have special allowances attached to their positions, which can further enhance their financial compensation.
